District Leadership

District leadership guides the provision of comprehensive educational programs, facilities and support services to students from Kindergarten to Grade 12 across a large and diverse district. 

While the majority of our schools are found in Kamloops, there are small elementary schools in Vavenby, Heffley Creek, Savona, Pinantan, Westwold, Chase, Barriere, Clearwater and Logan Lake. The District works hard to provide these small rural communities with the same quality of educational programs found in urban centres, as well as to connect those students and staff to the District's larger educational community.

To do so, we rely on a key team of senior leaders — educational, business, engineering and IT professionals with significant experience and a tremendous body of skills. 

Education Administration

Terry SullivanTerry Sullivan - Superintendent of Schools 

An elementary and secondary educator, Terry served as SD73 Superintendent of Schools from 1999 until 2014. 

His one-year interim appointment beginning on Aug. 31, 2020 will give the Board an opportunity to conduct a leadership search in January 2021. 

Since retiring in 2014, Dr. Sullivan taught in the Graduate Studies Program in the Faculty of Education at Thompson Rivers University and served as an inspector of offshore schools with the international education branch of the Ministry of Education, and has consulted with the BC School Trustees Association and several school districts throughout BC. 

During his previous term as the superintendent at SD73, Terry helped establish the schools of choice program,  (Bert Edwards Science and Technology School, Kamloops School of the Arts, District Montessori Program), the NorKam Trades Centre, SD73 Business Company, and the Day of Sucwentwecw, an inaugural day for honouring Aboriginal peoples. 

 Bill HamblettBill Hamblett - Assistant Superintendent - Secondary  
 Lead for the district’s 12 secondary schools, Bill is also responsible for distance learning, student information systems and information technology. His career in education began in 1990 in Alberta’s Yellowhead School Division before moving to Kamloops in 1995.  A secondary educator, Bill’s experience also includes roles as vice-principal, principal, district principal and assistant superintendent. He holds a Bachelor of Arts (BA), History from UBC, Post Baccalaureate professional teaching certificate from the University of Alberta, Masters of Education (MEd) from UBC, and most recently completed the Transformative Educational Leadership Program at UBC.  

Trish SmillieTrish Smillie - Assistant Superintendent - Elementary 

Trish leads the district’s 34 elementary schools, oversees the International Student Program. She began her career with SD73 in 2015, and has experience in both elementary and secondary school leadership. She has served in senior administrative positions in the Yukon and most recently in the Kamloops-Thompson School District. She holds a Master of Educational Leadership and Administration from the University of Calgary, a Bachelor of Education in Elementary Education from the University of Calgary, and a Bachelor of Arts from the University of Alberta.

Lisa CarsonLisa Carson — Director of Instruction- Curriculum and Innovation

Lisa supports schools through the implementation of British Columbia's refreshed curriculum, as well as assists with implementing innovative and inclusive learning environments.

A recent arrival to Kamloops, she has taught secondary English, social studies and art as well as had experience a school-based administrator, a district principal and an assistant superintendent. Lisa holds a Bachelor of Arts (BA) (Double major English and History) from Brandon University, a Post Baccalaureate professional teaching certificate from SFU, and a Master of Education (MEd) in Curriculum and Instruction from SFU. Lisa has continued her learning this past year at UBC through the Transformative Educational Leadership Program.

Rick KienleinRick Kienlein — Director of Instruction- Secondary Learning Services

Responsible for the Graduation Program, the School Completion Initiative, Student Information Systems and Trades and Transitions, Rick started his education career in Clearwater in 1992. While in Clearwater Rick taught history and social studies, was a school counsellor, a vice-principal and principal. In 2007, he moved to Kamloops gaining further experience as a school principal at Sa-Hali Secondary and South Kamloops Secondary. In 2016, Rick moved to the School Board Office as District Principal of Human Resources. He holds a Bachelor of Arts (BA) History and Political Science from SFU, Bachelor of Education (BEd) Secondary from UBC, a Master of Education (MEd) in Teaching (Counselling) from Gonzaga University, and BC Professional Teacher Certification. 

Vessy_MochikasVessy MochikasDirector of Instruction - Elementary Education and Learning Services

Vessy holds responsibility for the overall supervision and leadership of Aboriginal and Inclusive Education. Vessy began her career with SD73 in 1999. She has experience in elementary, middle, and secondary school leadership, and has served as a counsellor, learning assistance and resource teacher, and physical education teacher. She obtained her LDP certificate in 2007 and holds a Master of Educational Leadership and Administration from Gonzaga University, and a Bachelor of Education and Arts from York University.  She recently completed the Transformative Educational Leadership Program in 2018.

Financial Services 

 Kelvin StretchKelvin StretchSecretary-Treasurer

The Secretary-Treasurer since 2008, Kelvin started his career with SD73 as the Accounting Supervisor in 1997, then Comptroller in 2003. 

A life-long learner, amateur athlete and volunteer, Kelvin has participated in and supported student governance, leadership in professional associations, sport organizations and theatre. He has been recognized with both a FCMA (Management Accountants) and a FCPA (Chartered Accountants) designation.

He holds an Accounting Diploma from Cariboo College, a Graduate Diploma in Business Administration (GDBA) and Master of Business Administration (MBA) from SFU. 

Trina CassidyTrina CassidyDirector of Finance

Trina started with SD73 in 2006 and is a member of the Chartered Professional Accountants of Canada (CPA) and the British Columbia Association of School Business Officials. She is responsible to the Secretary-Treasurer for financial reporting, budgets, payroll and the financial and ethical stewardship of SD73. Before joining the district, she held financial positions in Kamloops at Aluminum Curtainwall Systems, Inland Glass & Aluminum and BDO Canada LLP.

Information and Technology Department 


Art McDonaldWayne Pinette - Director of Information and Technology 

Responsible for planning and managing the information technology operations of the district, Wayne has 17 years of experience working in the public sector including 11 years as the manager of networks and security with SD73. He has a BA in Mathematics from SFU and is pursuing certification in Information Technology Infrastructure Library (ITIL), the leading framework for managing IT service delivery.  

Facilities Department 


Art McDonaldArt McDonaldDirector of Facilities and Transportation

Art is responsible for the maintenance of the district’s 55 facilities and fleet of 100 maintenance vehicles and 70 buses. Prior to joining the District in 2002 Art worked in the private sector.

A professional engineer, Art holds a degree in Mechanical Engineering (PEng) from UBC. 

Human Resources
 Shayne OlsenShayne OlsenAssociate Superintendent – Human Resources

Shayne started his career as an accountant but it wasn’t long before he was drawn to the people side of organizations.

Arriving at SD73 in 2015, Shayne brings his significant private sector experience to lead the district’s labour relations with its multiple employee groups. A member of the Chartered Professional Accountants (CPA) of BC, and Chartered Professionals in Human Resources (CPHR), he holds a Bachelor of Business Administration (BBA) from Simon Fraser University.  

John WiedrickDistrict Principal - Human Resources
An experienced educator and principal in both elementary and secondary schools, John joined the SD73 leadership team in 2018. Prior to coming to Kamloops he was the Assistant Superintendent of Human Resources for the High Prairie School Division in Alberta.  John holds a Bachelor of Education (BEd) and a Master’s of Education (MEd) in Leadership and School Improvement from the University of Alberta as well as a Canadian Professional Human Resources (CPHR) affiliation.
